PHIN Chair, Jayne Scott has praised two PHIN Non Executives who stand down at the end of March 2025 as PHIN continues to evolve its Board and member representation.

Jayne said:

“Deputy Chair Michael Hutchings and Professor Sir Norman Williams, have played an integral role on the PHIN Board helping to shape the organisation’s strategy to deliver the Competition and Markets Authority's Private Healthcare Market Investigation Order and improvements for patients. Their experience, expertise, dedication and passion have made a major contribution in getting PHIN to where it is today, and we are very grateful for their input.

“Michael and Norman have assisted in inducting our new Board members and helped set PHIN up for a successful future. Everyone at PHIN is very grateful for their contributions and we wish them all the best.”

Michael Hutchings OBE, Non-Executive Director and Deputy Chair

Michael was a solicitor specialising in EU and competition law, and a former partner at Lovell White Durrant (now Hogan Lovells).

He is a trustee of the Dutch Oak Tree Foundation, a UK charity managing a substantial endowment which makes programme-related investments to relieve poverty in East Africa. Michael is one of the founding members of the Competition Law Forum, a policy think-tank, and a member of the Editorial Board of the European Competition Law Review. He was a Panel Member of the Competition & Markets Authority from 2013 to 2018. Michael was appointed OBE in 2005 for services to international law.

He became Deputy Chair of PHIN in March 2024.

Professor Sir Norman Williams, Non-Executive Director

Norman was Professor of Surgery at Barts and The London, Queen Mary’s School of Medicine and Dentistry, Honorary Consultant Surgeon at Barts and The London, Director of the National Centre for Bowel Research and Surgical Innovation and Past President of The Royal College of Surgeons of England.

In 2106 he led an independent commission on Education and Training for Patient Safety for Health Education England. He was Senior Clinical Advisor to the Secretary of State for Health (2015-18), chaired the Rapid Review of Gross Negligence Manslaughter (2018) and was a non -executive director of St George’s NHS Foundation Trust (2016- 19).

He is now Chair of the National Consultant Information Programme (NCIP),Chair of the Independent Reconfiguration Panel (IRP) and President of Bowel Research UK. He was knighted for services to surgery in the 2015 New Year’s Honours List.
